If I were that guy I'd be pretty offended. It's like if someone gave me a peanut and was like "alright, that should tide you over for a few days."
Clearly the larger being is the one being sacrificed, and the ropes on the smaller one are there simply to keep him in place so he doesn't start eating the beast preemptively. I'm 80% sure of it.
